T1 and the Force
The Force requires concentration, training, effort and will. It is physically taxing on the body (stamina) prolonged use of it can drain a Jedi, Sith, Dark Sider, Adept, - anyone with Sensitivity and ability to use.
Even using a lightsaber requires extreme skill, focus and concentration. Very few non-force-sensitives or untrained beings use one (plenty of lopped off arms throughout the books thanks to self discovery of how hard it is to use an object like the blade of the Jedi).
The Force like any form of special abilities requires preps and of course description of it's effects. If your character uses the Force as an attack he not only invites Dark side into him, but also leaves himself/herself open to attack. (3 min preps, 10 words min each+1 for possible outcome)
Dropping a Force power into play sacrifices either A) one of the characters attacks (which most per turn have 1 (non-combatants) or 2 (skilled fighters)--- 3 if they have dual weapons -- Seriously skilled may have an extra ; Generally this applies to Guardians or Elite Warrior-types) or B) their defense against one incoming attack (which normally if worded skillfully enough they can defend against multiple to all).
Not only is each use of the Force possibly lethal to the 'user' it is also very draining. Everytime your Jedi/Sith/Etc posts a use of the Force in combat to any 'measure-able' extent consider them 'draining' their own energy reserve. Build a fair meter in your mind of their energy gauge and apply it. If your character becomes exhausted they cannot muscle forth power to use The Force. They must rely upon their own ability. Remember, honor system (I'll personally step in and validate or void a hit if it looks needed).
Generally per encounter without rest the following applies as an 'average' ratio.
Youngling, Typical Force Adepts - One use of the Force per Encounter (two before tiring)
Padawan or equivalent - Two uses of the Force Per Encounter (three before tiring)
Knight or equivalent - Three uses of the Force Per Encounter (four before tiring)
Master or equivalent - Four uses of the Force Per Encounter (five before tiring)
(*Consulars and Dark Side Devotees are considered having an addiotional +1 reserve to this)
Remember also, prolonged combat is tiring to anyone. Force Sensitive or not, so this above taxation of 'stamina' can be deadly to a Force-User.
